In AccountRight you can certainly export/import the account list and contact cards, this Help article Import and Export fields explains in more details about each type of records.
When exporting accounts, you will need to select a financial year where the account balances are taken from. If needed you can always open the exported file in Excel to update the balance figures, save it back to a .txt file for importing.

Can you export / import payroll categories?

No unfortunately you cannot. The import and export is limited to basic info only in some cases. When i comes to Payroll the only thing you can export/import as the employee cards, their TFN and timesheets, not much else.
Suggest google 'new myox based on existing' or similar - their is a company that can take your existing file and remove all transactions and balances - everything else stays as it was. Costs around $132 which can save you hours of importing and manual entries to get the same thing. You can also delete thing like Items, cards, accounts you no longer need.
