Payroll - Create new employee

Hi,

I'm having trouble setting up a new employee. My product limits me to two payees in a payroll. But one of the employees is inactive. Only one is left active in each pay.

And recently I tried to create a new employee:

But after finishing filling in the details, there is no option to save or send the self-onboarding invite.

Does anyone know how to fix it? Urgently need to finalise payroll.
