Unable to set approving manager

I am following all the steps in the "Using the MYOB Team admin portal" guide, and despite having added 3 employees to MYOB Team, when I go to the location and click on the dropdown beneath "Approving...

I am having the same problem today, he shows in the list of employees but not in the dropdown for approving manager. I've refreshed and restarted both MYOB and Teams but nothing has helped.
