Invoice can't be opened by recipient

We send out a lot of invoices to schools and other State Government facilities.  There appears to be a gradually increasing number of recipients who can't open the invoices and are asking for us to send a pdf.  This is not sustainable.  I wonder if it is a fire-wall issue???  Would appreciate any suggestions as to how to get around the problem.
