Drag & Drop Not Working - in "Bills Attachments" only

Any idea when this will get fixed?  Surely, if we can drag and drop to the In Box and to Purchases attachments, it should be straightforward enough to be able to have the same functionality for a drag and drop on a new sale attachment??
