The behaviour you’ve mentioned is actually a limitation of the feature. The setting only works for quotes that are converted into invoices or orders. Totally get where you’re coming from though, it’d definitely be handy in other cases too.
If you’re keen to see this improved, I’d recommend throwing your vote behind the suggestion. That’ll help bump up its chances of getting included in future updates.
