Thanks for your post. Can the user try clearing their AccountRight cache and sign in again to see if they can access the purchases window. If they still can't, I'd recommend unticking the purchases role in the users user access window > saving the changes > going back into their user acess window and tick the purchases role.
Can the user then sign out and sign back into the file to see if they can access the window now.
