I think this may be something that you have set up wrong in your data file.
Family and domestice leave is not something that actually accrues and/or is carried over. See attached snip from the fairwork site.
It would be best to have a wage category called FDV leave, this is where you pay any hours from.
You would then have an entitlement called FDV leave and the entitlement balance will reduce by any hours paid from that wage category.
That way you just check the entitlement balance whenever more is requested and see if they have already used their 10 days, given their start date etc.
You would then also need to maybe diary for everyone's start date and do a nil payrun to reduce the hours back to nil once their year is up, and they on a fresh 10 days cycle.
