To cap leave accrual at 38 hours while excluding overtime, you'll need to create a separate pay item for overtime. Make sure to exempt it from accruing any leaves. You can check this link for more info. This way, accruals will only calculate based on the capped 38 hours, leaving overtime out of the equation.
