I wanted an option to turn this off, and instead the feature was changed and defaulted to ON. For crying out loud. Seriously. I sent an email to the employee telling him to ignore the system email and went ahead and set him up, then he still went and entered his own details, complete with typos, no capitals in address etc so I had to re-enter the information. I've now found the option to "ask each time" but seriously, I just need to turn it off permanently.
