However, what I want to know is HOW the Account Right Live Owner can add an existing or new user to the access level where they can get these security emails?

Apologies for the delayed response. Changing the online user access level can be done via logging into My.Myob.
Click on Manage Access Online, this page displays the list of Administrators/users that have access to the online file and required changes can be made here. To learn more refer to this helpful article Change a user's online access level - MYOB AccountRight - MYOB Help Centre.
