Currently, there is a bug which does not allow approving managers to approve timesheets unless they have been given admin or payroll access. But they can view and approve leave.
There are managers where the extent of their responsibility should only to approve timesheets and nothing else in MYOB (should not be able to view finances or payroll).
This is a known issue from 4 years ago which has yet to be fixed.
This is being updated due to low engagement (comments & votes) from the community in the last 6 months. Please be advised that the idea has still been added to our developer backlog, but it will have less traction getting prioritised without more votes. A further review will happen in another 6 months where we will either close or re-open this idea based on the number of votes accumulated in that time.

Hi Doreen, your comment is incorrect. Approving managers cannot approve timesheets using MYOB Team app. They have to have admin or payroll level access regardless of using app or webpage Admin portal. Thanks for sharing this with us! Approving managers can still approve timesheets using the MYOB Team app. However, if they need to access the MYOB Team Admin portal, they must be set as an admin or file user. If you'd like approving managers to access the MYOB Team Admin portal without needing admin or file user permission, posting this on the AccountRight Ideas Exchange board is the right step. This allows our developers to review and consider it for future updates.
