Unable to create bill in purchase tab

Hi, 

I can't create and record the bill under Purchase tab, it said "Purchases - New Item [Read-Only]". My account is the owner/ main account, and all the relevant tasks in Manage Roles section were ticked with Read & Write. Yesterday everything is still normal.. What should I do? Thank you very much
