AccountRight STP2 - why must the client be 'online'

If a client has been able to use AccountRight (current version) at desktop successfully with STP1, why are they now required to go online for STP2?

Internet in this area is unreliable at best.  If STP1 could work with the current setup; why can't STP2?  His structure does not require 'disaggregation'.

    If you read a few of the historical posts about this issue you will find that MYOB simply decided to use STP Phase 2 to force all users online. There is no technical requirement, and certainly not from the ATO. There are many offline STP Phase 2 solutions. Though they have been secretive about this, it is understood that MYOB plans to eventually phase out the desktop application and have all users on the browser version. To do this the file must be online.
