Totally get how that can be a bit confusing when you're hunting through the menus and can't spot the budget option. In AccountRight, budgets aren't created from the main menu. To set one up, head to Accounts > Accounts List > Budgets. From there, you'll be able to create and manage your budgets for the financial year. I've also popped a handy link here that walks through the steps in more detail, just in case: Budgets.
