do you have to pay for extra MYOB licences to get staff to use the Capture App? I don't want them to use MYOB only have the capture app to send invoices/receipts through.

You don't need to pay out extra cash for MYOB licenses just to let your employees use the MYOB Capture app. All you need to do is invite them as file users, please refer to this link for setting up a new users. This will provide them with MYOB login details and access to the Capture app without any additional licensing costs.
