Creditor transactions TAXRATE_NO = 0, what does this mean?

When reviewing taxrate numbers, there is no TAXRATE_NO 0.

What does it mean when a creditor transaction has TAXRATE 0? Is a default taxrate applied according to certain criteria?

Sorry I haven't been able to find the answer to this in the user manual.
