It looks like this error message is a general one and can occur due to various reasons. To fix this, open the employee record and open the Payroll Details section. Open the Leave tab and click Save. This updates the background information to allow the payments to be recorded. If you receive the same error after clicking Save on the Leave tab, clear the cache on the browser.
