I feel your pain!!
Drag & Drop works for us via the "In Tray" but doesn't work directly in a Bill or Sale. Response from support acknowledged that it doesn't work but gave no indication that they were working on fixing it.

There are few reasons why the drag and upload can play up sometimes. You can check our help article on working with uploaded documents for a step-by-step guide.
