There isn’t a bulk option to add multiple new pay items to all employees in one hit. A handy workaround is to do it one pay item at a time, then assign employees instead of trying to load everything at once in the desktop file. That can help reduce the chance of AccountRight timing out or having a little dramatic crash moment.
