Thanks for your post. You'll need to check with the ATO on whether PAYG applies to this allowance.
In regard to reporting the allowance to the ATO, this needs to be reported as an Allowance in STP. To do this you need to select the applicable Allowance ATO reporting category: Assign ATO reporting categories
