Thanks for checking in. If there’s never been an Online Admin, Advisor, or Owner set up on the file, that would explain why your accounting practice can’t access the Superannuation Payments section under Payroll Settings yet.
The first step would be to have an Owner or Online Admin set up on the file, as they’re the only ones who can complete the initial Pay Super setup. Once that’s been done, your practice can then be given the access needed to help process super payments going forward. I’ll also pop some helpful links below that you can go through for the setup process:

Yes, that's correct, there's never been an Online Admin, Advisor or Owner set up on the file so it's confusing when you have indicated that the first step would be to have an Owner or Onlin Admin set up on the file - can't be done for the reasons stated.
