Unable to change setting for customer paying for surcharge

I know where and how to change the setting and on the same page there is a button that says "save changes" but after doing so it doesn't actually save. if I open a new tab of the same page or refresh the current one after clicking save changes is goes back to what the setting was before.

    Seems like you're having a bit of a hiccup with the customer surcharge settings. No worries, I've got a quick fix for you. Try giving your browser cache a quick clean-up before you tweak the surcharge settings.
