Error: You can not send more emails at this time

As anyone else had this issue? Trying to send out monthly statements, and get this message. Tried sending just the one statement and same problem. Tried deleting the Cache but no luck, any other solutions out there?

    The error message "You can't send more emails at this time" typically requires a script to be run over your file to resolve the issue.
