New user added, can't record purchases

Hi all,

i have set up a new user with full access to Purchases and yet, when we open his command Centre, it comes up with "read-only" and therefore he cannot record a bill or purchase order. I have checked in the setup access, and everything is set to "Read& Write". Is there a glitch with Account right today?
