Deleting Users AccountRight

I can't delete users -says there are transactions associated with this accounUser is 5 years old.  Also can't add a new person with an office email address as it says it is already associated with a ...

Thank you for oyur response.

 

I am an Administrator have tried what you suggested but still saying:

 

I can't delete users -says there are transactions associated with this account- User is 5 years old.  Also can't add a new person with an office email address as it says it is already associated with a user even thought user inactive.
