This error generally occurs when you've started the pay run, selected Save & Close, and then edited something (e.g. a timesheet or adding a pay item to an employee) before resuming the saved pay run.

 

In this case, you will need to start a new pay run to resolve this.

 

If this does not resolve your issue, could you please advise if the pay includes a Lump Sum E pay item?
